AsFormerVice-PresidentoftheUnitedStatesPsychotronicsAssociation，IassuretheCourtthattheillegaltesting，developmentanduseofPsychotronic，Microwave，LaserandotherformsofElectromagicDirectedEnergyWeaponryisamatterofgraveconcerntoboththeUSandInternationalCommunities.TheseweaponsareALLpotentiallyLETHAL，althoughsublethalinjuriesmayalsobeinflictedaswiththeuseofanyotherlethalweaponsuchasagun，knifeorchemicalpoison.AssaultandBatteryand/ortorture/murderwithanyformofDirectedEnergyWeaponISAssaultandBatteryand/ortorture/murderwithaLETHALWEAPON.Despiteclaimstothecontrarybycriminalelementsinourowngovernment，thereisNOSUCHTHINGasaNONLETHALWEAPON(eventhosecurrentlyinvoguefor“SlowKill”torture-interrogationbywarcriminalsworldwide).

In2001，HR2977，TheSpacePreservationAct(2001)wasintroducedintoCongresstoBANALLDirectedEnergyWeapons.Itspassagehasthusfarbeenblocked.In2002，theUnitedNationsInstituteforDisarmamentResearch(UNIDIR)formallylistedaNEWCATEGORYofWEAPONOFMASSDESTRUCTION(PsychotronicMindControlandotherElectromagicResonanceWeapons)intheir2002MediaGuidetoDisarmament.In2003，theStateofMichiganpassedintoLawHouseBills4513and4514BANNINGtheuseofALLFORMSofELECTROMAGICWEAPONSagainstHumanBeingsintheStateofMichigan.In1999，theEuropeanUnionParliamentpassedResolutionA4-0005/1999Section27which“CallsforanInternationalConventionintroducingaGLOBALBANonalldevelopmentsanddeploymentsofweaponswhichmightenableanyformsofmanipulationofHumanBeings.”(PSYCHOTRONICWEAPONS).

2001年，HR2977，空间保护法(2001年)被引入国会，禁止所有定向能武器.在稍后被撤消。2002年联合国裁军研究所UnitedNationsInstituteforDisarmamentResearch(UNIDIR)在其2002年的裁军舆论导向中，正式提出新一类的大规模杀伤性武器（精神大脑控制武器和其他的电磁感应武器）。2003年密歇根州通过众议院法案4513和4514立法，禁止在密歇根州使用一切形式的电磁武器攻击人类。1999年，欧洲联盟议会22日通过决议“A4-0005/1999第27条”，呼吁制定一项国际公约在全球禁止所有开发和部署可能的任何形式的操纵人类的武器（精神控制武器）。
